Summary	0001569: wrong eventlog when service database connection fails
Description	(reported by Arnd Iffland in newsgroup) When the database connection at ServiceStart could not be established (for example because of a wrong password or because the INI-file is not found because of 0001568), the event log still has an entry that the connection was succesful made.
Additional Information	Reason: The "outer" exception for the database connection is never reached beacuse it is catched for each DBMS! One solution could be to save the exception and raise one if the database is not connected.

THuber 2004-04-24 01:45 developer ~0004047	raise exception if connect test failed. In addition started flag was not set to false if outer exception happened.
