Please look at the attached screenshots
Nb: be aware that I'm using BDS2006 + Windows2000 (french), de-installed all JCL + JVCL previous versions, installed JCL (jcl-2.2.0.3723.7z) first, then installed JVCL (JVCL3-2010-05-18.zip)

Your JCL is from 2010-05-11. My changes were on 2010-05-13. So you got the new JVCL but an incompatible JCL.
It seems that the JCL's daily builds are defunct since 2010-05-11.
